Commander Koutz is an Army veteran, ’69-’71. He served an extended tour of duty in Vietnam with Company C 169th Engineer Battalion. He has served in appointed or elected offices at every American legion level: Post, County, District, Department and National. This includes Post Commander and Commissioner of the Department of Veteran Affairs. A native Hoosier, Commander Koutz resides in Booneville, Indiana.
